Committee Issues New Report: Community Needs, Community Services

For over a half-century, community services districts have delivered the facilities and services that their constituents want. More than 300 CSDs serve neighborhoods, rural towns, and sprawling suburbs. But the 1955 statute that guided these districts was outdated. In 2005, legislators passed Senate Bill 135 (Kehoe), thoroughly revising the “Community Services District Law.”

Based on the detailed efforts of a 19-member Working Group, SB 135 carefully spells out the CSDs’ policies, powers, procedures, and oversight duties.

Community Needs, Community Services documents the Working Group’s efforts and SB 135’s legislative history. The Committee’s 156-page report reprints the statute’s actual text and provides authoritative commentary on each section. Detailed “source” and “disposition” tables tell reviewers where the new CSD Law’s language came from and where substance of the 1955 statute went.
